The art nouveau architect Hermann Billing and the sculptor Hermann Binz created the fountain in 1903-1905.
The design caused an enormous scandal in Karlsruhe which almost ruined Billing's career. Why? Because the central figure of the nymph is completely naked.
Note the faces on the pillars that spit water into the basin (if the water is turned on - sorry, winter photos). Last-minute the two artists, who seem to have had high self-esteem and a weird sense of humour, added the portraits, or caricatures, of 14 well known Karlsruhe celebrities, including the mayor and some professors of art and architecture. Binz and Billing are the ones behind the nymph's back (left and center in photo 2).
