I didn't find the men and women vendors on the beach any more aggressive than they are in many other parts of this world. Generally a gentle "Hapana" with a wave of the hand will send most on their way. Speaking the local language (Kiswahili) helps deter some of the more aggressive vendors. The economy of the Coastal cities rely heavily on tourism -- if you don't want to be "bothered", stay out of the more populated areas.

I brushed my teeth several times a day with tap water without any problems.

Also, I didn't take my anti-malarial meds but used the bed nets founds in most hotels -- okay, I was taking a chance there and I'm not suggesting this path for everyone. But, the worst mosquitoes I've met are in Canada and the northern woods of Minnesota and Wisconsin.
