Winter in Seoul is usually just cold, windy, and dry.
You're lucky if you see more than a dusting of powdery snow. And you won't even see that untill about the middle/end of December.
But... every couple of years, a moist system will work it's way over Seoul, and dump a monster amount of nice snow in a very very short amount of time. A snow monsoon?
The city will pretty much come to a standstill, because Koreans can't drive in the snow; there are no snowplows in Seoul, because they usually don't get enough snow to warrant their expense.
The snow is not very wet...not very good for snowballs.
I find it is nice enough to ride a bike in, so I head to the mountains and have fun!
