Fly into Venice Marco Polo or Treviso airports. Treviso is a little further away and you get to Venice by connecting bus, but some of the 'low cost' airlines (e.g. Ryanair) fly here. They also fly to Trieste, which is possibly your cheapest option, but you'd need to get into Venice by train from there.
The budget airline GO (now a part of EasyJet), fly straight to Marco Polo, from where it is 20 minutes by connecting coach or 40 minutes by Vaparetto.

You can also arrive by train of course - there are regular trains into Venice from all parts of italy and continantal europe.

Arrive by road and you will have to pay to park at either Piazzale Roma or Tronchetto (europe's biggest car park). You can also park in Mestre and take a train or bus across to Venice.
