Jau is one of the best places to buy shoes in São Paulo.
It is not that close (takes around 3.5 hours to get there, but the road is good and so is the scenery), but you can get quality shoes dirt cheap. There are shoe shops everywhere!
Most of the factories that export shoes are in the region and most of them have a retail shop (but, if you buy enough pairs, you can get wholesale prices).
What to buy: Any type of shoes!
