Lisboa has an efficient subway and surface public transportation network.

From our hotel located in Avenida da Libertade we always walked around or used our motorcycle except for a ride aboard the antique No. 28E line, the yellow tramway wagon that most tourist enjoy at least once, which runs down Campo de Ourique to the Graša district through the Baixa. The rails wind up very narrow streets where parked cars and other objects are passed by with a clearance of one inch in some cases. Very interesting ride.
Tickets can be bought aboard while special daily passes can be purchased in advance at the Tourist Information Office in Praša do Comercio.
No. 28E line is very busy and lines at the stop are to be expected. Try to take it around noon time, in dog days, when most people stay away from the heat.
Pickpockets are not rare but it shouldn't be a problem if you keep an eye on your valuables.
