It was only in 1918 that the former Rosenberg palace became the new seat of the city council. Before the city hall had been housed in the Welzer palace, which was built in the 17th century. It is situated on the Alter Platz. Nowadays it houses shops on the ground floor. Over the portal of the old city hall, next to the coat of arms of Klagenfurt and Carinthia, there is a fresco of Justitia (the godess of justice). The former city hall is only one of many architecturally important buildings on the Alter Platz. The Alter Platz was the first pedestrianized zone in Austria.
