In the turn from the 19th into the 20st century Vienna already started the restructering of it's infrastructure. In this it was one of the first large Ueropean capitols to do so and did it in a extreme drastic way. As hyrarchic power only lay in the hands of a small group of people (the empirial family, plus a hand full of other rich families) the choices for a huge ringroad with underneath one of the first metropolitan systems (subway) were easily made. The road also had to become a green zone around the old city centre. For that, enormous parts of Vienna's inner city had to be demolished and with that lots of people lost their homes and businesses. Eventually the city gained a perfect balanced ringroad, that up to today, make Vienna an easy and pleasant city to get around in.
