The majority of visitors to Sri Lanka hire a driver to take them around for the duration of their stay. While this is certainly the easiest way to get around, you can also go almost anywhere you want with public transport. Buses are plentiful all over the island, and trains run to many destinations as well. Both buses and trains are extremely cheap, even the luxury air-conditioned buses. For most destinations there are frequent departures, though you will invariably spend some time waiting in hot, noisy bus stations, and if you're going to a more remote location then you might have to get off and wait for a connecting bus.
I guess it really comes down to which is more important to you: time or money. If you are in a hurry then a private car will certainly allow you to see more, but if you don't mind a slower pace then taking public transport can be a great insight into the local way of life, and it will save you a bundle.
