This arch is at the entrance to Via di Mercurio, the main North South road, and was the main residential district and the road was closed to vehicular traffic for the last few decades of the town's existence. This area was excavated in the first half of the 19th century.
The best houses in Pompeii, such as the house of the Small Fountain, the House of Apollo, the House of Meleager and the House of Castor and Pollux are on this road.

You will see from the photo that Vesuvius was always present.
