Close to Sacre Coeur is the Place du Tertre, usually completely covered with tables and bright umbrellas. It is also, during the day at least, usually full of artists displayng their canvasses and badgering the tourists to have their portraits drawn. It could be a fun thing to try - but make sure you ask the price first. Certainly the paintings I saw for sale weren't cheap. Cafes and restaurants line every inch of the square, but you'll find the prices drop the further you get from the tourist centre - there are some nice little places just a few streets away, and as said streets are very attractive, it's worth searching them out.
