HK has stringent laws against the possession of weapons and strictly enforces this law.
Possession of Pepper spray, Stun gun and many other similar "defence" or "weapon" is illegal (even if claimed for defence) and you could face a prison term. Even if you buy them outside of HK (say in mainland China) and try to bring them in, you are likely to get them confiscated at the Airport and border points if found, togther with a trip to the local police station meaning you could miss your flight if caught when leaving HK.
