At this moment the access to the Statue is on a guided basis and requires a time pass. The ferry ticket I bought online including a visit to the inside of the statue guided by a park ranger, museum and an observatory tour which includes the use of an elevator and 24-step climb to the pedestal Observatory platform to see the panoramic views of New York City and the Harbor. We are also allowed to stroll around the lower promenade including Fort Wood (what the Statue stands in) which offers the panoramic view of the Manhattan skyline.
