The Citadel was the city's main administrative focal point during its heydey. The giant sunken square is the first thing you'll see when you enter the site from the main entrance. Here, rulers and priests once lived in houses surrounding the plaza. The focal point of the square is a relatively small pyramid. Although, it's small, it's what's inside that counts and during archeological digs, it was discovered that there was another pyramid inside of this newer one. As a result, part of the outer pyramid was removed to reveal the Templo de Quetzalcoatl inside. This is the most elaborately decorated of all the temples here at Teotihuacan with all kinds of sculpted relief and depictions of the Quetzalcoatl, the feathered serpent as well as images of Tlaloc, the rain god.
