The carpet touts in Istanbul and other towns were at first a real bother but then became, for us, an amusement. They are very nice but overly persistent and will follow you around until you give in and visit their 'cousins' rug shop. If you go to a shop, you will be treated as a friend with a drink of apple tea. All the touts that approached us were very nice and polite but were a nuisance since we wished to be alone in our sightseeing. Their approach was always the same: 'You American? I have just been in America. Very nice country. We have a shop in (fill in city in US). Come and see my cousin's shop.'
We were polite but firm in our refusals since we had no interest in rugs.
The rugs are of excellent quality but to purchase one you should be familiar with these products and current prices.
