If you think about it, it is not possible to have a rowing boat with just one rower in it. Assuming the rower had excellent balance, the boat would just go round in a circle. If the rower did not have excellent balance, the boat will simply capsize.
This picture shows a British Sculler on Dorney rowing lake. She has an oar in both hands and is therefore able to steer herself without a rudder. Every so often she will take a quick glance backwards to see she is going in th correct direction. She can rectify the drection by pulling harder on one of the oars for a few strokes.
