Not that trains are not running in this country, but strikes happen! Or sometimes it is simply impossible to get to a town/village by train. Then you only possibility is a bus. Since many buses pass through many different villages the cost of such a ride can be higher than by train. However, the competition still exists. During the summer from June to end of August, you may purchase a "Zomerwerfskaart" and travel by bus all day long for just 8.90 Euro. The only catch is that you can't use this card on the "Interliner" busses and will have to pay some extra fee (not too high though).
This card is great if you want to explore some smaller cities and villages. You can travel from province to province getting on and off a bus and explore the unexplored. Similar cards exist per province as well. You can purchase them for about 4 Euro.
Information about such discount cards can be usually found at tickets' booths located in train stations. Look for signs "B.B.A." or "Connexxion" and you won't miss it.
