For an usual photo angle, have your subject stand on the front of the pedestal, about halfway to the edge. Squat in front of him or her, and frame the picture so that the Statue's face is just above your subject's. It's a great way to avoid getting a swarm of other people in the picture!

NOTE: An important point about the the subway to South Ferry, where you will get off to get to the Statue of Liberty ferry. Since the subway station at South Ferry is short, you will only be able to get off if you are in the first four cars! So, make sure you walk all the way up to the front of the platform when you get on this train. I did not realize this, and an employee had to come back and get us to move forward in time. Nothing like running between moving subway cars for a little urban adventure!
