This strikes me as being a bit of a crazy way to get around - not quite Steptoe and Son (and old TV comedy where they were rag and bone men and went around in a horse and cart).
Pretty dangerous on London's roads which are full of buses and drivers trying to get through the next set of traffic lights.
These guys looked to be some sort of army types so were probably on official business. It is NOT common to see people using this mode of transport in London!
