Saratov is located south east of the East-European plain in the Lower Volga region. Once the capital of the Lower-Volga region, it is now the center of one of the biggest provinces in Russia. The Saratov oblast stretches for more than 100 thousand square kilometers. The population of Saratov is 920 thousand with an additional two million people living in 47 surrounding cities and 38 rural regions.

Whatever the season, weather or time of the year, Saratov is alive. It is bustling community with a full social calendar of events and activities. Be it a religious festival, an art exhibition, a cultural evening or a trade fair, Saratov always has something to offer to its residents and visitors. Five Saratov theaters, (the Opera House, Drama Theater, The Puppet Theater, theater of Musical comedy and the theater for young spectators) are open year round..The Saratov conservatory is the third biggest in Russia, following those of Moscow and Saint-Petersburg. The pride of the conservatory is its organ , one of the few of its kind in Russia.

Saratov is a city of "firsts". At the end of the nineteenth century the first public theater, the first circus, the first public museum in Russia (now the State Art Gallery) opened their doors in Saratov. The Art Gallery possesses an extraordinarily rich collection of old Russian, Western European, Russian avant- grade and modern art. Art experts call the gallery "the Volga Hermitage".
