Taxi is the prime means of transport. These are atleast 15 years old cars for which I cant recognize the make honestly. English is very alien to everyone in Egypt.
Best is to ask the hotel price of trip to any place by taxi. Only pay that much if you are predeciding the fare with the driver.

Another trick is to just sit in the taxi and speak your destination. When you reach just hand him 5 or 10 pounds and just leave.

For long distances, book private taxis from hotel. They are not very expensive and you can find moderate english speaking driver.

Strangly enough, when you come out of toilets in egypt, there will be a person or lady to ask for 1 pound for using the FREE service. Please be aware that almost all this is just way to take money and public toilets are really FREE.

At Least Do This: Dont give money to encourage this trend. Ask for the reason for the money. And ask for the authorization of taking money (If they understand your language, which is another issue)
Alternative: File a complaint and dont pay.
