Cicerone Hotel: Not so nice

I stayed in December with a tour group for 3 nights. My room looked shabby--the wallpaper was peeling and there were black scuffmarks on the walls. Furnishings looked old and very used. On the last of 3 nights there was raw sewage backing up in toilets, both in afternoon and early morning. Public rooms were well kept. Staff was not helpful, except for bellhops. Concierge and desk personal were indifferent to a wide range of clients. No one answered the phone at the desk when I called for soap. Finally found the housekeeper passing in the hall for additonal soap and pillows.
Unique Qualities: Automated wake-up call was on time. Location was quite good.
