Clean place, trilingual staff and affordable prices. They have a restaurant that offers Dominican and International cuisine, tho they don't have a big variety. You can choose to eat your food inside the restaurant or outside on their terrace with a view to Parque Colón and the Cathedral.
Unique Qualities: A few steps from El Conde street and Zona Colonial.

Here come some links of some other budget places. I don't have prices for them but I've heard they're not more expensive than 50-60 US per night, depending on the season. - Jaguar Aparta Studios: located at calle Hermanos Deligne #59, behind Hotel Jaragua. Peaceful street (I used to work on a place on that street) close to restaurants, pizza places with delivery services, etc. A 15'ish minute walk to Calle El Conde or take a carro público at Avenida Independencia. Daily rates from 45 US a night. - Hotel Residence Venezia: also very close to Zona Colonial. They also have a business center. I took the map from their website and put it on this tip. - Carey House Hotel: closer to the Presidential Palace, in the neighborhood called Gazcue. Because of the proximity to our über boss you'll be guaranteed peace and quiet, aside from the traffic. You'll be in a place where not many tourists go and therefore 100% Dominican interaction. A little farther to Zona Colonial than the other 2 hotels but it's easily reachable by public transportation. NB: I used to live in Santo Domingo and when I visit I stay with my parents, who still live there. So my comments are totally based on the impression I got from their website and some opinions from tourists that have visited my home town, people that have somewhat similar requirements as me when it comes to choosing where I'm sleeping: clean, if not central at least with good communications, in a safe neighborhood.

At Condo-Parque you'll find 14 apartments and studios and and a Penthouse for you to stay in at. They all have private bathroom and cable TV, either air conditioning or a ceiling fan and the studios have a kitchenette and a fridge. They recommend the penthouse for longer stays, with its own terrace, cable TV, kitchenette with fridge and a dinette (what's that?). Their rates are 25 US per night for a room with fan, 35 US per night for a room with air conditioning and 450 US for a month's stay.
Unique Qualities: Location wise they're only a block and away from Calle El Conde and about 2 blocks away from El Malecón with its Caribbean sea (see map). From Parque Independencia you can access other parts of Santo Domingo by public transportation. Wifi.

Hotel La Residencia is located in one of the charming neighborhoods close to the Old Town, Gazcue. El Malecón, how Avenida George Washington is called, with the Caribbean sea close to it is only 3 minutes from the hotel. Calle El Conde and all that the Old Town has to offer is not far from this hotel - either a 15'ish minute walk or take a carro público on Avenida Independencia. The rates are 25-40 US per room per night, but if you stay longer periods then they can negotiate a lower price per night - which I strongly suggest and recommend you do.
Unique Qualities: La Residencia has 2 types of bedrooms: with or without air conditioning, the former being cheaper than the latter. For those of you who would like to self cater, there's a common kitchen on their 3rd floor, and some bedrooms have a small fridge. Do you want to eat out? Not a problem. Gazcue has a lot of restaurants, all within walking distance from the hotel. Should you need a taxi to pick you up at the airport, they can arrange that for you, as well as excursions and laundry service. There's also a colmado very close to the hotel, if you want soft drinks or snacks, and a 24-hour pharmacy a block away.

Maison Gautreaux is recommended by tourists in some Dominican forums because of its location and for how much you get for what you pay for. The rooms are equipped with air conditioning, ceiling fans, fridge, hair dryer, room safe and cable TV. They have a 24-hour taxi service available from the lobby. The rates are 25-35 US per night, negotiable if you stay for a longer period - which I strongly recommend you do.
Unique Qualities: The Gazcue neighborhood is close to Zona Colonial and what it has to offer, as well as full of restaurants, pizza places with delivery in the zone and peace and quiet at night. I read on a forum that they have a jacuzzi on the terrace on the 3rd floor and wireless internet in the lobby.

Coco Boutique Hotel is one of the family hotels that have good reputation among expats who want to be close to Zona Colonial but still have the tranquility of a suburb. The hotel is located about 3-minutes from calle El Conde and in close proximity to some of the sights of the Old Town. The hotel has 4 rooms and they're all decorated with different themes: morning dew, black vanilla, silver musk and eastern spice. Breakfast is included in the rate and according to those who've stayed at the hotel it's composed of freshly cut fruit, bread, cold cuts, cheese and Dominican coffee. At the moment of my writing the room rates are 80US for a single room and 100US for a double room.
Unique Qualities: They seem to combine some of the amenities found in 4 and 5-star hotels but with the price of a B&B. Among their services offered (but not necessarily included in the price) are babysitting, pick up at the port or the airport, international newspapers, concierge and wifi internet. The facilities included in the price are Egyptian cotton towels, glycerin hand-made soaps, a/c, breakfast, full length mirror, hair dryer, and others that you can see on the link below.
