Okay, so I was 10 years old when I visited Salinas, but I certainly have many vivid memories, including:
-Children begging for food outside of every restaurant in which we dined
-Nightly power outages
-The lack of a drainage system in the streets, resulting in horrible flooding each time it rained, and severe damage to the few paved roads
Of course, I found this experience thoroughly eye-opening. I'd be interested in how much (or little) Salinas has changed in 9 years.
