I have had the opportunity to visit Troyan twice this year and really enjoy the quaintness of this mountain town. We were blessed with great weather on both trips and had an opportunity to stroll downtown and get a sense of life in this city of about 30,000 people.
The city and region are known for their arts and crafts and there is a museum complex that walks you through the long history of wood, textile, and pottery of the region.
A quick trip to the Troyan Monastery is a must. Although they say "no pictures," our guide insiste it was okay as long as we didn't take pictures inside.
I recommend staying at the old Hotel Venika up the road in Chiflik.

Please note -- this review is for the pub...not the restaurant. The Troyan Plaza Hotel's Pub was a nice find for lunch.... more travel advice
