There are ample opportunities to have excellent scuba experiences off the coast of Santa Monica. You can arrange to get on a boat at one of the Santa Monica dive shops. The type of diving you'll probably want to do is to explore the beautiful kelp forests that you'll find. While not as colorful as I imagine Caribeean or South Pacific reef diving to be, the sway kelp is glorious and the orange Garibaldi's are swank.

If you are into any of the above mentioned activities, Santa Monica offers a magnificent opportunity to indulge. Just head towards the beach, rent a bike, blades, whatever and off you go. There's a glorious bike path that winds through the sands of the beach and passes cafe', bars, places where folks practice roller disco, and skateboarding. It's the quintessential Southern California thing.
