I've a been frequent traveller to Nice since the introduction of budget air travel.
There are 2 main areas to stay.
Firstly, if you want to concentrate your visit on Nice, stay near the old town / port. The main bus station is also close - 100 yeards from Place Garibaldi with it's famous Cafe Turin - from where you can catch a bus to nearby picturesque Eze.
Otherwise, if you're planning lots of day trips to Juan Les Pins, Beaurivage, Cannes, and Monte Carlo etc, then stay near the Railway station. This area is not as congenial as the old town but restaurant and hotel prices are significantly lower. However, see warnings and dangers for late night train travel. It is also convenient for the Chemins de fer de Provence main station should you wish to trek in the maritime Alpes
