I only spent one day in Valparaiso, and was instantly fascinated by all the public elevators. It's totally understandable that they were built though as several of the hills are so steep that you get exhausted before even finishing half the hill.

You can't really go to Valparaiso without at least riding one of the elevators.

The best views you find at the top of the Artillera elevator which is at the southern side of the harbor.

After taking the elevator to a top you might as well walk the way down again. This will show you the varying standard of the buildings found here. Some of them are even on the Unesco list.
