The Winter Carnival is definitely a great time to visit Quebec City, though the cold can be mind numbing even for a life long Pennsylvanian the city comes alive during what can be the brutal Canadian winter with ice sculpting, skating, parades etc. Certainly a dream come true for children with all the activities (i.e. snow hills in the middle of town) I was so amazed that I could get in my car in Philadelphia drive only a few hours and feel like I was in the heart of Europe.
