The best thing about the Funduq Al-Kebir, or Grand Hotel, is its location. The rooms are OK, but the service is not very good. This 132-roomed hotel was built by the Chinese, but I get the impression that the staff were trained by the Russians during the Soviet era. Fortunately, my employer paid for me, but a colleague found the attitude of the staff so bad that he moved to another hotel. When the hotel reception decided that they did not want to wait until guests actually left before demanding payment for the rooms, they locked people out of their rooms. On another occasion, they posted a notice saying that there was going to be a conference at the hotel, so all guests should leave! Employees are now put up at the Four Seasons instead.
The hotel's restaurant serves overpriced, monotonous food. There is an internet cafe on the ground floor, which is useful.
Try to get one of the rooms on an upper floor at the front of the hotel, as they have spectacular views of Tripoli Harbour. The hotel is conveniently located, on the seafront between Tripoli's two main squares, Green Square and Maidan Al-Jezayir. But, if you want to stay at a really grand hotel, go to the Corinthia Bab Africa instead.

The 5* Corinthia Bab Africa hotel stands head and shoulders above the other hotels in Tripoli. It was built recently by the Maltese-owned, Corinthia hotel group. It is the only hotel in the country that truly is up to international 5* standards. It is luxurious, spotlessly clean and the staff are friendly. There is a good swimming pool too.
It has 299 spacious rooms and it is one of the tallest buildings in the country. The hotel's four restaurants include the Moroccan Fes Restaurant on the 26th floor. The hotel has a good location, overlooking the seafront, just opposite the Bab Africa entrance to the Medina. The main bus and taxi stations are nearby.
If you or your company can afford it, this is the place to stay.

The Four Seasons Hotel opened in 2006. I guess you'd call it a boutique hotel. It is small, but the rooms are very clean and comfortably furnished, with a TV, fridge and en-suite bathroom. There is a small restaurant on the fifth floor of Four Seasons 2, where breakfast is served. It is one of the better hotel breakfasts in Libya, and includes some very good omelettes.
One thing that can be confusing is the fact that it is divided into two similar-sized buildings separated by a distance of about 300 metres. Four Seasons 1 is the only one of the two with an internet room, but guests from Four Seasons 2 can also use it. 1 and 2 are of the same standard, but Four Seasons 1 is 10 LD per night more expensive because it has a slightly better location. Prices at Four Seasons2 range from 90 LD for a single room up to 180 LD for a family suite. I enjoyed staying here much more than at the Funduq Al-Kebir. The staff at the privately-owned Four Seasons Hotel are friendlier, more helpful, faster and more efficient than the staff at the state-owned Funduq Al-Kebir. However, the Al-Kebir has a better location, as the Four Seasons is about a 15-minute walk south of Green Square and the Medina.

I stayed in Tripoli a few times with friends (also in a hotel - can't remember the name but pretty dire) and now need somewhere not horribly expensive (or just horrible). 4 seasons sounds perfect.
