Every year during the last week of September and the first week of October. Great info at http://www.oktoberfest.de/ So many beer halls, so little time. Everyone we met was fun and friendly.

Address: Munich, Germany
Directions: Theresienwiese, near Hauptbanhoff (train). Getting there is easy but don't drive there. Use taxi, bus, or subway. Go early or later in the day to avoid the biggest crowds. Local pubs are packed and keep the parties going well after the tents close.
