Rome's hottest spots after 10pm are the Spanish Steps, Piazza Navona, the Pantheon, Campo de' Fiori and the area around Trastevere's Piazza di Santa Maria in Trastevere.
You'll find lots of pubs around the Campo or in Trastevere, priced are average for Roman standards. Two pubs worth visiting Bar San Calisto (Santa Maria in Trastevere), low prices, ideal to start the night; and The Drunken Ship (Campo de' Fiori), small dancefloor, cheap shots, good music and nice people.
Piazza Navona is good for the all-Italian flair. Of course stuffed with tourists and guys trying to sell you the worst stuff... But still, worth walking about on...
Afterhour clubs have become very popular over the years. There's Kaos which is in Trastevere and then an International chillout-zone: Grotta Pinta (near the Campo), there are only few Italians allowed inside, which (you'll see!) you'll find very relaxing!
In case you haven't got much money to spend, go shop in a supermarket and go to either the Spanish Steps or Campo de' Fiori and then sit down (at Giordano Bruno's feet).
