Port-Royal Hotel Facade at night
It's extremely affordable, ultra-clean, a little grandma hotel as my friend calls it because of the old-fashioned décor. The hotel is really nice, ultra-clean, room was small but charming. Bed was fairly comfortable and very cozy and toasty, with lots of blankets to keep you warm in bed. I was very satisfied in that respect.
The hotel was great except that during the transit strike I had trouble getting reliable info on the strikes. The only exception was Simon, the night clerk, and he was the bomb. He helped me find someone to share a taxi with back to the airport Sunday morning (my share was 26€, not too bad, about $38). Also, I didn't get most of my messages. Mr. Connolly & my friend, Michael, the tour guide, said they called for me a BUNCH of times but always was told I was out. And maybe I was but I was never told upon return that I'd had phone calls (except for from Simon).
Other problems I experienced included being charged for an extra breakfast & for shower tokens! Tokens are 2€ or 2.50€ for 5 minutes' worth of showering. Of course, I'm a French hotelier's worst nightmare as I'd easily want at least 20 minutes' worth so that'd be an 10€ shower! I just showered at the in-room sink. In their defense, though, Mme Claudine deducted the charges (after speaking to 4 people about this before gaining satisfaction).
I think all in all, I'd stay here again but never again during a transit strike!
Port-Royal Hotel is ultra-budget (41 euros/night for a single). The most expensive room is 89 euros. Breakfast is 5.50 euros but I don't think it's worth the price as it only consists of tartine (sliced baguette), butter, jam, and coffee. Too many excellent bakeries in the vicinity to bother with breakfast here.

Rue Mouffetard, one of the most famous and best of the street markets in Paris is just around the corner a few blocks. Walk north 2-3 blocks on avenue de Gobelins and you'll find yourself at the bottom of rue Mouffetard where Eglise St-Medard sits.
Man, there's EVERYTHING close by! If you wish to stay in a typical Parisian neighborhood with few tourists this would be the place!
It's in a great spot with:
several bakeries
grocery store across the street
at least 4 movie theaters within 5 mins walk including Cinéma Escurial across the street
several great little restaurants such as Le Languedoc & Au Petit Marguery
cafés
banks (ATMs) in the immediate vicinity
dry cleaners and laundromat in the immediate area
a McDonald's just across from the hotel if that's your thing.
The métro is across the street, several bus lines are across another street, the RER is a 10 minute walk west on bd Port-Royal and also a taxi stand nearby.
Sadaharu Aoki's patissierie is 3 blocks west at 56, bd Port-Royal (corner of rue Flatters). It's one of the newer pastry shops in Paris garnering a great deal of buzz over his green tea (macha) madeleines.
There's a nice little bakery across the street that has excellent almond croissants. I tried their sugar doughnuts but they were a bit dry.
There's a nice brasserie across the street, L'Interlude, where I dined on the most fabulous dinner of boeuf bourguignon, haricots vert and carafe of Beaujolais nouveau.

Nori at Le Village's Dorm Room
For 8 days (Feb 2006) I stayed at Le Village in Montmartre. I’d never stayed in a youth hostel before, thought it would be an interesting experience & a good way to save some money. The principal draw was the internet access – the 30-minute internet cards bought at the front desk were 2.50€, not a bad price considering the convenience of having it downstairs with 24-hour access.
As I walked up rue Briquet (a little shortcut to bypass all the foot traffic on rue de Steinkerque) the most perfectly framed beautiful view of Sacré Cœur unexpectedly presented itself!
For 24€ you can stay in a dorm room which has 8 beds. During my time there I had Australians, Germans, Italians and Japanese as roomies. I made friends with Nori while staying there and one day we did our laundry together at a local laundromat.
The hostel is inexpensive and includes free continental breakfast. The breakfast is pretty decent (all the coffee, tea or hot chocolate you'd want plus a hard roll and a croissant), there's a communal fridge in the breakfast area and you can keep a few of your things in there (just write your name on the items); I stashed my yogurt there.
If you decide to stay at Le Village reserve well in advance. I saw many, many people turned away because they hoped to get a room by just showing up. It was usually filled to capacity (and this was in the February low season).
Things I didn't like:
1) staying in a dorm room with up to 7 other people (however, for 2 or 3 nights Nori & I had the place to ourselves)
2) worrying about waking people up when I came in late at night or getting up early the next days (man, most of those backpackers go to bed early - like 10pm - and get up late - like 9am)
3) worrying about using the hairdryer & waking people up
4) sharing a shower with others - I bought disinfectant shower spray
5) ick - the 1st night I found a COCKROACH in the bathroom - I told the mgmt about it & they promised to spray - I never saw another one after that so it could've crawled out of someone's suitcase.
Unique Qualities: I generally travel solo & felt really safe at that youth hostel. The nice, friendly helpful global staff warmed up after a bit (I mean, they are so busy keeping the place clean and everyone happy). I befriended one guy from Brazil who is a HUGE cinéphile like me; we talked endlessly about film (one particularly memorable conversation was about Orson Welles & his contribution to modern cinema) and he showed me various movie theatre websites & helped me find a movie to go to after David Sedaris suggested I see one.
Across the street is a small grocery store called Ed where you can stock up on inexpensive bottled water, cheese, wine & yogurt plus sundries (shampoo, toothpaste, DISINFECTANT SHOWER SPRAY!).
If you're into fabrics, this street and surrounding streets are replete with fabric shops.
If you don't veer west of Place d'Anvers over into Pigalle or east into Barbes-Rochechouart you'll find yourself in a very safe & charming area. Get out at Anvers station - do NOT get out at Barbes-Rochechouart especially at night. The only time I've ever felt unsafe in all my trips to Paris was getting out at that latter station at night and walking back to the hostel.
Head north of the hostel to explore Montmartre.

Directions: Get out at Anvers station, walk north on rue Briquet, turn right onto rue d'Orsel and you'll find the hostel almost at the end of the block on the left-hand side next to a pizza place. If you reach rue Seveste you've gone too far.

Hôtel Henri IV - Room 18
Shabby Chic Budget in Central Paris

Formerly, this hotel was one of the best budget finds in Paris. In 2006, I paid 32 euro per night for a single on the 6th floor with superb views; now the cheapest room is 60 euro for a double room with shower with the most expensive rooms being 83 euro (double - 2 beds - with shower & toilet). With the advent of their own website (finally!), prices seem to have increased.
Super central, the Hôtel Henri IV is located on the Île de la Cité (same island as Notre Dame & Ste-Chapelle) from where you can pretty much walk everywhere within Paris' péripherique. When I stayed there the hotel was bare bones accommodations & very clean providing a simple café-et-croissant breakfast (included in the price). However, this hotel is very popular so you'll either have to make reservations several months in advance, or luck out like me and walk in to score a room.
You're within walking distance of most tourist sites such as:

Ste-Chapelle
Île St-Louis
Marais
Latin Quarter
Shakespeare & Co
the Seine and the Bateaux Mouche
Musée du Louvre
Place de la Concorde
Les Halles
The Eiffel Tower, Arc de Triomphe, Sacre Coeur and the Champs Elysées is easily reached via the Métro. Several Métro stations are located nearby, 1 on the island (Cité), 2 on the right bank just across the bridges (Pont Neuf and Châtelet) and Métro St-Michel & RER St-Michel Notre-Dame on the left bank just across the bridge.
Unfortunately, they have no elevator but some rooms provide incredible views overlooking the tranquil Place Dauphine and of Notre Dame's towers in the distance.

Unique Qualities: The staff is super nice. After I'd checked out, I discovered I'd left my favorite scarf behind and walked back to the hotel. Sure enough, the cleaning staff had found it and tucked it away for me, smiling shyly at me as she handed it over.
You still book your room by phone but now follow up for confirmation via their new e-mail address. I believe they are still cash only.
When I stayed there some rooms had showers while some had showers are down the hall or on another floor (although the rooms themselves had sinks). The website seems to indicate that all rooms have showers now. Before, the rooms were basic with simple furnishings and extremely clean but now seems to have been renovated. The website has photos.
The building itself is very old, at least 400 years so the stairs are creaking, the doors are old, it may even be hard to use the key but that's part of the charm of staying in such an historic building (in fact, King Henri IV once held his printing press here in the late 1600s).
You might be interested to know that Madonna keeps an apartment on the same square as the hotel!

Place Emile Goudeau - Timhotel Montmartre
Hotel Prima Lepic's rates run from a 110 euros for a single up to 210 euros for a quad. Weekend rates increase to 110 euros for a single up to 250 euros for a quad. It's about a 4-minute walk to metro Blanche:

Hôtel Chopin - Chambre Bleu - Room 104
Named after the famed composer and located in the idyllic Passage Jouffroy next to the Musée Grévin (the famous waxworks museum), the Hôtel Chopin is my favorite budget find in Paris! The building is considered an historical monument and is protected (as is the passage in which it sits). Passages are glass-covered arcades that are precursors to our modern-day shopping malls, but unlike shopping malls you generally find small, local shops inside - a great chance to feel the local flavor. Once a part of the landscape in Paris there are now relatively few passages or galeries left.
I tried the breakfast buffet which is wonderful: cereal, fresh-squeezed orange juice (that you may squeeze yourself in the machine), croissants, rolls, butter, yogurt, fresh fruit salad, café, chocolat chaud (hot chocolate), tea - oui, it's all there!
Because it was off-season I was given a larger room at the price of the cheapest (66 euro) when I'd asked for a blue room. I'd just finished a stay at a youth hostel for 8 days straight and craved privacy, insularity, and my own shower (this one was perfect - great water pressure, hot and clean).
This is the sister hotel to the Hôtel de la Bretonnerie, located in the Marais (and MUCH more expensive).

Unique Qualities: A beautiful covered passage with lots of cool shopping, smack dab between 2 Métro stations within a block's walk, famous touristy shops & restos on Bd Montmartre (this street becomes Bd Haussmann a block away):

Two of the most famous department stores are within walking distance: Galeries Lafayette is 6 blocks away & Printemps is 8.
Next door is the wax museum, Musée Grevin. When you come home at night, you buzz the door outside of the passage, they let you in and you have the darkened passage all to yourself.
Just a few doors down from the hotel is a most wonderful patisserie (pastry shop) called Le Valentin. Outside the passage around the corner is famed Bouillon Chartier.

Degrés de Notre Dame - rue des Grands Degrés
I LOVE this hotel. It's my absolute favorite in Paris, hands down. I stayed there the first trip (March 2001), dined on couscous on the terrasse the 3rd trip (April 2003), dined and stayed in 2 different rooms this past trip (February 2006). They have the best croissants I've eaten yet in Paris and the coffee is divine, so's the fresh-squeezed oj. If you stay there, please tell Nicole Madame Mary Connolly said hello. She's great and her English is perfect, her sense of humor is very dry but you'll find her to be extremely helpful. Monsieur Tahir, while he doesn't speak a lick of English, is very kind and gracious - I somehow managed to have a 40-minute conversation with him despite my limited French.
Moviemakers must find the area charming as well since it made its way into the 1995 version of Sabrina (when she and her photographer friend are dining at a café - at one point in the background you see the hotel) and also in this year's The Devil Wears Prada. Andy (Anne Hathaway) is walking south on the rue du Haut Pavé toward the Square Restif de la Bretonne while you see the south rose window of Notre Dame looming in the background.
It's a different type of hotel, an auberge (hotel with restaurant although I've listed it as a B&B), unique and in a great area of Paris (so close to Notre Dame while veering away from the touristic haunts of the Latin Quarter - plus just down the street you'll find Place Maubert where they have bi-weekly food markets).
And of course, just down the street at 3, rue des Grands Degrés is a famous bistro (mentioned in Bistros of Paris by the Hamburgers) called Le Reminet. One of my best friends loves this resto.

Hotel Esmeralda facade
I've never stayed at this hotel, but knowing how popular it is I decided to visit in April 2003 to look around and take photos. Some of the rooms are described as shabby, while others consider it shabby chic & charming. Everywhere I've read describes it as clean, some rooms having great views of Notre Dame & a budget find. Considering its location (on the Left Bank, in the heart of the Latin Quarter & directly across from Notre Dame) I consider this place to be a great deal. I also found the owner to be nice & helpful, especially since he so blithely handed me keys to see a room and didn't mind me taking photos.
This hotel has no website or e-mail so you'll have to call, fax or mail to reserve. This may explain why the prices are so cheap.

View over rooftops to Nôtre Dame
Located in the 5th arrondissement in the historic Latin Quarter, Hotel les Degres de Notre Dame is an excellent hotel for families with children. The great thing is that it is located across the Seine with views of Notre Dame, plus prices are very reasonable.
The rooms are very charming. I had requested a single room w/ view of Notre Dame and they gave me one for about $86 (600₣ or 95? in 2001) that included free breakfast (served in room or in the restaurant below - stays open all night except for Sunday).
*Another room (#501) that is larger & recommended for honeymooning couples went for about $120/night in 2001. This one has the best view of Notre Dame.
* Big room on the top floor known as the family room is now 190 euros. It holds 1 large double bed & 2 single beds.
* They also have one room with double, sofa & full bathroom for 160 euros.
* A regular double is 100 euros.
* A single on the 1st floor is 70 euros.
* Breakfast is still included in the price.

Unique Qualities: Room 47: A lovely demi-view of Notre Dame thru tall, floor-to-ceiling tapestry-curtained double-glazed windows, beamed ceilings, glossy hardwood floors covered by an oriental rug, TV, hair drier, en-suite bathroom with bath & shower, even a desk. It had its own radiator/heater if you needed extra heat. Ahhh!
It is super clean and the hotel entrance is across from the picturesque Square Restif de la Bretonne which was featured in the 1995 version of Sabrina. Hotel is located down a side street from the quai de Montebello in a nice, very well-situated, centrally-located, safe area. It lies very close to the bateaux mouches (river boats), Notre Dame, Ste-Chapelle, Shakespeare & Co. and a great souvenirs shop around the corner on Quai de Montebello.
Plus it has a very inexpensive Algerian couscous-type restaurant, a couscouserie. I ate dinner there my third trip (April 2003) - 'twas wonderful, a couscous with merguez sausage. With aperitif & wine 16?. The superb free breakfast consists of freshly-squeezed orange juice, flaky fresh croissants with butter & jams, and hot, fresh French caf? served with a pitcher of hot milk. No better way to start your day.

Hotel d'Angleterre - formerly Hotel Jacob
I've never stayed here but I've had friends stay here who've raved over it, plus it's an extremely historic hotel so if a sense of history surrounding you is what you seek then this would very well be the place for you! Apparently, though, the lower floored rooms leave much to be desired concerning what you get for the price. I've read of reports of mildew. However, on the higher levels this does not seem to be a problem.

Unique Qualities: Formerly the British Embassy, Benjamin Franklin once refused to set foot on "British soil". However, it WAS here that he, John Jay & John Adams worked out details of the treaty with England; just a few steps down the street at #56 (indicated by plaque) these 3 eminent men signed the peace treaty with the British September 3, 1783.
In 1777, Franklin & his 2 grandsons lived at #52. His American compatriot, Thomas Jefferson, was also a guest at the d'Angleterre.
The original name of this hotel was Hôtel Jacob then changed in 1925 to Hôtel Jacob-et-d'Angleterre before settling on its current incarnation.
Moving forward we see that this was the first hotel where Hemingway & his bride Hadley (grandmother to Margo & Mariel) stayed (Dec 1921) before taking digs on rue Cardinal-Lemoine in the Quartier Latin.
Other illustrious writers/artists include Djuna Barnes, Sherwood Anderson (a favorite of Gertrude Stein - over whom she & Hemingway had a falling out), and Man Ray, the famous artist/photographer.
At #20, Natalie Barney held her famous literary salons. Patricia Wells' Paris apartment is located at #10. And on the corner of rue Jacob & rue Bonaparte you'll find the most divine macarons at Ladurée.
