KL-ites loves their car...and they love to drive around in it to everywhere - even if the destination is just about 10 minutes walk away. This of course contributes to the traffic snarl everywhere. That and double parking. The cityhall must make a fortune from fines. Parking is problem at many popular spots like Bangsar.

Start early in the morning - 10 am sounds about right, if you dont want to be stuck in the traffic congestion or waiting for a cab. AT worst 2 hours before lunch..thats about 11am... getting into popular shopping center during lunch hours is sheer night mare.
