In KL these days, it seems that anything goes. Malaysian women in tight tops and mini-skirts may not be the norm, but many dress and act as they please.
In more conservative area such as the North-East corner of the country however things are very different. Whilst still liberal by the standards of some Muslim countries people are very much more conservatively minded here.
It is therefore best to err on the side of modesty. Showing too much affection to your partner might not only offend some locals but could also attract the attention of the local (and not very liberally minded) police force.
