Is Hong Kong a "cultural desert"? Oh yes it is, but there are always some oases in a desert...if you could find them!
Before 1990s, as a kind of strategy, there was no proper cultural policies nor official department responsible to manage cultural activities. Cultural activities were messed up with recreational activities such as sports, and the perception is still among local government.
So when you hop around the cultural venues such as the City Hall, Hong Kong Cultural Centre and Shatin Town Hall, you will find pamplets about sports lessons, ballroom dance classes, or even money-making seminars and group tutorials...don't be surprised! That's Hong Kong.
Cutural activities in Hong Kong are diversed. You can find groups performing more classical art forms, ballet, Chinese dance, drama...most of these are sponsored by the local government. But you can also find small galleries, multimedia art groups which manage to survive in this money town with little government grants, and the Hong Kong movie industry, though not as good as it used to be, plays a leading role in Asia.
