Elbasan The Chinese cement factory used to be the centre of employment but time has passed it by and the city is desolate.
The road over the hills to Tirana was built by the Italians in the 1930's and it is still impressive. The local word for Italians means tortoise, because they ate all the tortoises while building the road. If you don't fancy the white knuckle ride, you can take the flat route through Durres.
