It's a foot paddle boat that you hire to "cruise" the River Torrens. This river is more like a pond or a weir that's surrounded by lovely park.

At Least Do This: Do this on a nice sunny autumn day to make it pleasant.
Alternative: Walk around the park instead. The river looks more like a man-made pond than a mighty fluvial path.
