Oruro seems like a place for me, since I like odd little places :-) The potato bag tip is one of the better, I suppose you meen you put the backpack into the potato bag to disguise it?

Actually Oruro is a city, a small one. and the dirtiest place i have ever visited in my life, its like they dump the rubbish in the streets and let it blow about. the carnival of Oruro is good, but has nothing else going for it.
