the picture is the Obelisk in the middle of Ave. 9 de Julio. In Recoleta I recommend the Etoile, it is across from the cemtery and reasonably priced for BA (less than U$S200). Just down the street a few blocks (hard to find) is another fine hotel at about 1/2 the price (the name escapes me but I promise to find it). The Etoile is special though for the price. U$S 200 (that is BPP ... before peso problems)
Unique Qualities: Huge rooms, great view and restaurants and bars and shopping (to a degree) are near by.

I have stayed at the Sarmiento Palace 3 or 4 times and love it because it is centrally located with a great price. The rooms are not luxurious but if you are in town for the weekend it is perfect. The only drawback is an incredibly small elevator (smaller than in Europe)
Unique Qualities: Has a pool and sun deck. Has free breakfast. The folks at the desk are very helpful with taxi service and remises.

I stayed here in mid-2004 when I was in BA for business. It is an excellent hotel. Not cheap but not expensive either. The room was large and excellently furnished. I thoroughly enjoyed my stay.
Unique Qualities: Free breakfast was excellent. The rooms were very well appointed.

Moderately priced just one block from the Recoletta cemetary. Service was very good and the rooms were very adequate. There is no pool but the views are very good from the upper floors.
Unique Qualities: Very helpful staff and breakfast is included. One block from the heart of Recoletta.
