A myriad of expressways can get you here, as well as the possibility of flying into Dulles or Reagan International.
Well, I think the best way is probably to use the subway system. It's fast, cheap (get a day pass), clean, and efficient. It'll take you to where you need to go!
Also, walking... I think the best way to get around to the attractions is to walk. However, be warned that D.C. is not that small, and many things are spread apart here, even if you can see them from a distance. Be prepared to do a lot of walking here!!
