I've been to Puerto Rico three times, twice in July and once in May. I didn't notice any difference in the climate between May and July. The first trip was to San Juan and the second trip was to Culebra and Vieques, which are 2 islands off the east end. The third trip was a driving tour from San Juan to Ponce, then from Ponce through the mountains on the Ruta Panoramica to the west coast, then along the west and north coast back to San Juan.

I still haven't done any diving yet in PR, so I have to go back!

 Too bad that you did not take the time to enjoy the beauty and tranquility of Culebra instead of focusing on the hotel room. There are very few places to stay there so it is not cheap. But the hotel is not the reason that you should visit Culebra.

 Looks like you guys had a great time, even though the traffic and hotel was bad, very true traffic here sucks!!
