I moved to San Francisco in the summer of 1999. With the economy being slow here due to the "dot bomb", now is a great time to visit San Francisco. The hotels have lots of vacancies and the rates have come down siginificantly. The best time to visit San Francisco is the spring and the fall. Summer is usually very cool and damp. When you visit, make sure to visit all of the different neighborhoods: North Beach, The Marina, The Mission, Noe Valley, South of Market, etc. Each neighborhood has its own distinct personality. I would recommend staying in a hotel near Union Square. It is very central and it's very close to many of the restaurants, stores, and transportation. You should also make sure to try as many restaurants as possible.
