I actually felt pretty safe in Monterrey, however there is a lot of crime, so use your commen sense. As a girl you might constantly be stared at, talked to and honked at, especially if you are blond or wearing shorts.
As a foreigner you might get ripped off, although not too often as it seemed to me, since Monterrey is a pretty wealthy city. But be careful to check your change!
In Monterrey some people are not too fond of Gringos, so if you look like a foreigner tell them where you are really from and they might act a lot friendlier! (If you happen to be American you might consider telling them that you are from Canada...)
