I believe this is a minaret, which a local told me was used as an observation post to monitor approaching enemies. This structure used to be a bit taller, but I was told that it was damaged during the war with Iran. When you are on site, you can still see bits of blue decorative tiles in the body of the structure.
This museum is inside the Citadel, at the top of the hill. They have an extensive collection of hand made carpets from Irbil, Suly, and Iran. Be sure to visit the gift shop in the basement. I bought a couple of very nice pashmina scarfs and an 'evil eye' good luck amulet.
