The cities are the places you want to go to if you want a "real" nightlife. In Tokyo, you can go to Roppongi & dance the night away. The same in Shinsaibashi in Osaka. In Kobe you can go to pubs owned by foreigners.
But what if you are in the boonies with no city lights for kilometers around?? Well, what locals do are go to karaoke boxes, go to a sake restaurant or bar, or an izakaya (the restaurants with the brightly lit red lanterns lined up outside). Except for the big cities, everything closes pretty early here in Japan. Everyone`s home by 10pm!! These listed establishments open the latest in the small towns.
There are the youngsters in the small towns who are in dire need of something to do & have to make their own kind of nightlife. You can find some of them gathering with their cool cars with the loud roaring engines at the local 24-hr convenient store, near the local train station, or cruising down the main street.
If you are desperate & need to go out & do something, then head down to the local pachinko parlor (slot machines). They can`t be missed with their bright Vegas-style lighting!! Ha ha!!
