I heard that the biggest fern is this, the height is roughly 15-20 feet tall and the leaves are about as big as coconut tree. This giant ferns can be seen along the road of Fraser's Hill.

I agree. Looks like a temporary covering so that vegetation can establish itself underneath and help secure the hillside with roots and reduce erosion from run-off. It certainly would not stop a landslide once it got going. Bill.

The only time I ever saw anything like this was to temporarily protect seed. They were trying to establish a good foundation for grasses but the birds and rain kept taking the seed.
