Washington is the US capital, created at the beginning of the 19° Century for this purpose. It is not an industrial or financial city. We must have that in mind to understand why there are so many huge severe buildings.
The North Sud Streets are named with figures. Those oriented East - West have received a letter. The buildings numbers are given according to the block in which they are (1201 M street is the first building between 12th & 13th streets).
