You need a car to get to Chincoteague itself, but once you get there, you can walk, bike, inline skate or drive through town or onto Assateague Island and to the refuge.
Anything but a car is what I would advise to get the best experience for your time there. Bikes can be rented at several places in Chincoteague, as most shops, restaurants, motels and campgrounds are clustered in one area.
