Siem Reap is the town nearest Ankgor Wat, and it's pretty much guaranteed that this is where you'll stay if you come to see the ruins. It's something of a boom town, with construction going on all over town. However there still quite a bit of charm about the place, and it seemed to me a fairly easy-going and safe place. The streets are a bit dusty, but they are slowly paving them.
There are already plenty of hotels, guesthouses, restaurants, internet cafes, bars and shops; this place has pretty much everything most tourists need.
Look out for the free "Siem Reap Angkor" visitor's guide while you're there - there's also a web version of this useful guide available at www.canbypublications.com/siemreap/srhome.htm. The page at talesofasia.com/cambodia-siemreap-guide-intro.htm also has plenty of interesting information and advertisements, too.

I liked Siem Reap, especially the Old French Quarter. It does tend to get overlooked because of the grandeur of Angkor.

Gosh I don't remember the Dead Fish Tower:-).. but my hotel was a bit noisy as well. Wish I'd taken more photos of the town. I thought that market was great too and bought some nice things.
